Mr. Francescon is a principal engineer with over 25 years of domestic and international marine engineering and construction experience. He is a strong team leader who interacts well with his colleagues. He joined Jacobs Engineering in 2019, as Program Manager for the LGA AirTrain Project, which is a signature Design, Build, Operate, and Maintain project, that involves substantial new development along the shoreline and upland areas between Willets Point and LGA. For several years, Mr. Francescon served as a department head involved in the construction estimating, scheduling, permitting and bid evaluation of major EPC marine contracts worldwide, valued up to $1.5 Billion. He has prepared environmental permit applications for waterfront development in several states including NY, NJ, MA, CT, PA, LA, FL, HI, and VA, and in the Bahamas, as well as environmental assessments for FERC applications associated with domestic LNG port developments. His technical abilities span all phases of project development from initial planning and conceptual design through detail design and construction support. Projects involve the development and rehabilitation of industrial cargo terminals (container, dry bulk, petroleum, military); shore protection structures, and coastal resiliency measures. Specialized marine engineering skills include berthing and mooring analysis, design of marine structures, environmental permitting, construction estimating and scheduling, and underwater inspection.
