Hilliard Bond has over 30 years of construction management, resident engineering, and inspection oversight experience involving large multi-billion dollar infrastructure projects (P3, Design-Build, CM/CEI, PM) for highways, tunnels, toll facilities, international and domestic long-span bridges, which includes: suspension; cable-stay; steel; and reinforced, pre-stressed, & post-tensioned concrete structures. He has over 25 years of segmental concrete bridge experience. Experienced in marine works; mass concrete; post-tensioning systems; and ISO-9000 quality assurance standards.. He also has experience involving the design, construction, engineering, and inspection of new, rehabilitated, and retrofitted standard and complex bridges. Hilliard is experienced with numerous DOT bridge projects and in the design, construction, and inspection of airports, freeways and other major infrastructure projects. He has provided project management, construction engineering and inspection training to client engineering representatives. Hilliard has written segmental bridge specifications and maintenance and inspection manuals and has performed constructability reviews for numerous bridge projects. He has written Project Management / Quality / Safety Plans, and has provided technical training to DOT personnel in complex bridge construction techniques. He is an active member of ASBI’s ‘Grouting’ technical committee and the PTI/ASBI Joint M-50 Working Group, is an ASBI Certified Grouting Technician, and is a registered Professional civil engineer in the United States and Canada.
