C. R. “Rusty” Cloutier has served as President and Chief Executive Officer of MidSouth Bancorp in Lafayette, Louisiana, since 1984. Mr. Cloutier is a member of the Nominating Advisory Committee for the Federal Reserve Bank of Atlanta and serves on the faculty of Southern Methodist University’s SW Graduate School of Banking. He is past chairman of both the National Advisory Committee of Fannie Mae in Washington, D.C., and the Independent Community Bankers of America. He also is a former member of the Securities and Exchange Commission Advisory Committee on Smaller Public Companies, and a former Director of both the New Orleans Branch of the Federal Reserve Bank of Atlanta and the Energy Advisory Council. A staunch advocate of community banking, Cloutier has testified before Congress on several occasions about the 2008 financial crisis, with topics ranging from “too big to fail” banks to oversight of the Troubled Asset Relief Program and whether it was working for Main Street. In November 2009, Cloutier published his first book, Big Bad Banks: How greed and ego among the big shots in banking and government created the crisis that wrecked our economy. In the book, he discusses the warning signals that went unheeded, the vast egos that drove the push for power and money at the expense of service to country and community, and the bad behavior that resulted. At every opportunity on the local, state and national level, Cloutier continues to champion the advantages of community banking for commercial and retail customers throughout the U.S.
