I am a partner and Team Lead, Insurance Industry Group at Duane Morris LLP , and I am based in Austin, Texas. However, I have a national practice representing insurers and reinsurers in insurance regulatory transactions and compliance and enforcement matters. I also represent clients in the formation and implementation of Texas state government relations and legislative strategy. With more than 31 years of experience in the area, I represent insurance companies and reinsurers, and other related financial institutions, in compliance and regulatory matters, including government enforcement actions, mergers and acquisitions, corporate financing, reinsurance and licensing. My client base includes many of the nation's top insurance companies and financial institutions. I was the 2002-2003 chair of the American Bar Association's 27,000 member Tort Trial and Insurance Practice Section. Additionally, I was a former Associate Commissioner of Insurance (Legal and Compliance) at the Texas Department of Insurance (then known as the State Board of Insurance), and I served as acting commissioner for extended periods in 1989 and 1990. While at TDI, I developed the concept for and drafted the initial legislation for TDI's Insurance Fraud Bureau.
