Contract Price and Cost Analyst

The Defense Logistics Agency provides logistical, acquisition, and technical support for the Army, Navy, Air Force, Marine Corps and other federal agencies and allies.

Mr. Wallis has extensive experience in Federal Pricing, program management, budget execution and budget analysis. In the past, he was the Deputy Business Program Manager for the National Intelligence (NI) Business Program. In this role he ensured the successful execution of the projects within the NI program. Prior to this, Mr. Wallis was the Manager of the SRA Pricing Team for over 7 years. As Pricing Manager, he oversaw the cost volume development for each proposal SRA submitted. During his tenure as Pricing Manager, SRA grew from a $290M to over a $1.2B company. In addition to management of the Pricing Team, Mr. Wallis led the cost volume for some of SRAs most strategic proposal submissions. Mr. Wallis’s experience encompasses competitive and sole source pricing, cost accounting, budget tracking, funding and financial project management, execution and reconciliation. He developed SRA cost proposals in Cost Plus Fixed Fee, Firm Fixed Price and Time and Materials environments. He coordinates with Subcontractors, Prime Contractors, Project Managers, SBU Directors, Contracts Administrators and Company Executives in the generation of the cost volumes. Mr. Wallis formerly worked in the Business Operations group supporting the P&R and BA&M divisions of BEC in contract execution management. At ASC, he managed Navy Program Budgets in excess of $100M through Budget Execution Process. He prepared and updated out-year planning tools and provided analysis and recommendations. He prepared and compiled the technical documentation required for execution of funds. He prepared written justifications of the program and developed management tools for use by the customer.
