Jack Heuer serves as the Senior Vice President for Human Resources. Dr. Heuer has over thirty-seven years of experience and expertise in all facets of human resource strategic planning and administration at the University of Pennsylvania, one of the nation’s premier research Universities. He has a history of developing and executing strategies to support organizational goals and customer service. He leads Human Resources including, communication, information management and analytics, health benefits, employee wellness, employee recognition, retirement, compensation, talent acquisition, talent development, recruitment services, employee relations, the Penn solution (call) center, Penn on-boarding center, and faculty/staff tuition benefits. Under Jack’s leadership, the Division of Human Resources has implemented several initiatives to enhance the Penn experience and future of work for faculty and staff—from talent acquisition to talent development, to retirement. He established the Human Resources Advisory board to serve the university’s twelve schools’ and numerous centers’ unique needs while working towards perfecting existing core programs and services. Dr. Heuer received his Ed.D. in Higher Education Administration from the University of Pennsylvania’s Graduate School of Education. He received an MS in Organizational Dynamics from the University of Pennsylvania and a Bachelor of Business Administration from Temple University. His professional associations include the American Research Universities Human Resource Institute, the College and University Professional Association for Human Resources, the Human Resources Executive Alliance, The Philadelphia CHRO Governing Body, and the Society for Human Resources Management. He has served as a dissertation committee member and lectured at Penn’s Graduate School of Education. He is a Board Member and serves on the Human Resources Committee at The Welcoming Center for New Pennsylvanians, where the mission is to accelerate immigrant integration through training, employment, and entrepreneurship.
