Steven performs a variety of services offered by EY to assist clients and their legal counsel in contracting with the Federal Government in the areas of accounting and contract compliance. Steven is an Managing Director in the EY Forensics & Integrity Services practice serving as a leader of the Government Contract Services (GCS) solution team based in Boston. Steven has more than 32 yrs. of experience in gov't contracting, over 18 of which were spent at EY while the other 14 were spent working directly for a major government contractor. Before joining EY, Steven was a Chief Contracts Administrator with Hamilton Sundstrand Space Systems International, Inc. During his tenure with Hamilton Sundstrand, he gained extensive experience in dealing with complex gov't contract issues pertaining to both commercial customers and gov't agencies. Steven’s EY experience includes advising on how to implement effective and compliant internal control systems, and on the forensic and remediation activities necessary to respond to gov't investigations and audits. Steven has also advised numerous clients on matters involving accounting (e.g., FAR and CAS), DFARS business systems, contract pricing, transaction due diligence, contract administration and termination, procurement, and cost allocation. Steven’s broad experience includes assisting contractors with the DFARS business systems, along with leading assessments of clients’ internal controls around key policies, procedures, processes, and systems that support gov't business operations.
