Coordinator for Power Africa
The U.S. Agency for International Development (USAID) is the principal U.S. agency to extend assistance to countries recovering from disaster, trying to escape poverty, and engaging in democratic reforms.
Mark Carrato is the Coordinator of the U.S. Government’s Power Africa program. Power Africa is the world’s largest partnership for development, with 200+ public and private partners who have committed $56 billion to double access to electricity in sub-Saharan Africa. Mark previously served as the Director of the USAID Office of Central America and Mexican Affairs, where he had oversight of development policy for a $350 million annual portfolio. From 2013-18, Mark was the Chief of the USAID/Kenya and East Africa Office of Economic Growth and the U.S. Embassy Kenya Power Africa Team Leader where he managed Presidential Initiatives in Feed the Future and Power Africa as well as programs in water and sanitation, resilience, finance and innovation. Prior, Mark served with USAID in Ethiopia, where he negotiated and implemented the G8 New Alliance for Food Security and Nutrition, in Afghanistan where led strategic oversight and implementation of the Mission's approximate $1 billion agriculture portfolio, and in Colombia where managed a $180 million alternative development contract. Before his Foreign Service postings, he was the Foreign Affairs and Trade Fellow for the Ranking Member of the House Subcommittee for Foreign Appropriations. He started with USAID as a Presidential Management Fellow in 2003. Mark has a BBA in International Business from Pacific Lutheran University in Tacoma, Washington, an MA in International Studies from the University of Oregon, and a MS in National Security and Resource Strategy from the National Defense University, Eisenhower School.
