I am a Professor in the School of Communication and Information and Co-Director of the Pacific ICTD Collaborative. I am Editor-in-Chief of the Journal of Information, Communication and Ethics in Society. My research addresses current and emerging problems within the Internet policy space, particularly data governance (e.g., privacy and security) and ethics associated with the global expansion of the Internet and related technologies (e.g., Internet of Things, big data, artificial intelligence). I am currently studying the emergence of organizational forms of big data health governance, focusing on the all payer claims database movement (APCD) and personally generated health data (PGHD) in the U.S. I am interested in data governance in other sectors and regions as well. Research keywords: big data governance; personal health information; PGHD; personally generated heath data; digital inequalities; big data; artificial intelligence; Internet of Things; ethics; privacy and security; cybersecurity; Ubiquitous Computing; communication policy; public policy. I teach courses and advise graduate research related to information and communication technologies and policy, emphasizing mobile communication and the Internet in Hawaii and the Asia-Pacific region. Prior to joining the School of Communications, I worked in commercial radio and for the Center of Excellence in Disaster Management and Humanitarian Assistance.
