Patrice Harris's primary focus is serving as developer's counsel on new construction and acquisition/rehabilitation of affordable housing projects, financed through tax-exempt bonds, low-income housing tax credits and various public and private sources. She has extensive experience in Federal, state and local government finance programs for the construction, refinancing and restructuring of multifamily rental housing, involving tax-exempt bond financing, low-income housing tax credit syndication, secondary mortgage market securitized transactions involving Ginnie Mae mortgage-backed securities, FHA multifamily mortgage insurance, Section 236 "decoupling" transactions, HOPE VI funds, Section 8 subsidies, and Fannie Mae DUS loans and credit enhancement. She is a speaker on these programs and issues at various trade associations and industry group meetings. Ms. Harris furnishes legal advice to housing developers, public agencies and investors across a broad spectrum of HUD-related laws and regulations, including FHA multifamily mortgage insurance closings, HOPE VI and mixed-finance transactions, Section 8 subsidies, Transfers of Physical Assets, prepayment and refinancing, and project operations. Prior to joining Nixon Peabody, Ms. Harris was an associate at DLA Piper US LLP in its Chicago, Illinois and Washington, D.C. offices, where she worked as an associate counseling lenders, developers, contractors and property managers in the financing, sale, acquisition, leasing and management of affordable and market-rate multifamily residential, commercial and industrial real estate projects and nursing home facilities around the country. Ms. Harris began her legal career as an attorney for the U.S. Department of Housing and Urban Development in the Office of General Counsel in the Illinois State Office in Chicago, Illinois and in the Office of Assisted Housing in HUD Headquarters in Washington, D.C.
