Provides comprehensive immigration services for short and long-term international assignments, permanent transfers and the local hire of foreign workers.
Cynthia provides strategic immigration counsel to various companies, ranging from large Fortune 500 companies to small start-up companies in the firm’s “e-group.” She has worked with numerous multinational organizations to establish and manage worldwide immigration compliance programs. Cynthia also offers legal advice to individual investors. Cynthia created and lead the firm’s I-9 Service Center and is experienced in representing organizations preparing for government investigations and audits. Cynthia previously served as a member of Fragomen's Worldwide Executive Committee and as the Managing Partner of the firm’s Northern California practice and I-9 Service Center. Cynthia joined Fragomen more than 36 years ago. She began her career at the U.S. Department of Justice as an INS trial attorney in the Attorney General Honors Program. Cynthia was a longtime Adjunct Professor at Southwestern University School of Law, where she taught for 18 years. She also frequently lectures on corporate immigration, and as a thought leader in the industry she has written numerous articles on business immigration law matters. She has chaired the Practicing Law Institute’s (PLI) Annual Immigration Symposium for more than a decade. Cynthia has dedicated much of her spare time to pro bono work and assists low-income immigrants with immigration guidance. She has been a board member of both the National Immigration Law Center (NILC) the nation’s leading organization dedicated to defending and advancing the rights of low-income immigrants in the U.S., and of the NILC Immigrant Justice Fund (IJF). NILC and the IJF strategically combine litigation, policy, communications, narrative change, and movement-building to effect transformational change. Cynthia has received numerous awards and recognitions including Best Lawyers in America, Chambers USA, Who’s Who Legal, Super Lawyers, and is AV Rated by Martindale-Hubbell. In 2011 Cynthia was awarded the Franklin S. Richards Pro Bono Community Service Award from the J. Reuben Clark Law Society Worldwide organization “for granting access to the justice system to those who, but for your representation, may have been denied such access.”
