For the past twenty-four (24) years, Mr. LeBeau has dedicated himself to advancement in executive management of transportation systems with a specific emphasis in the passenger rail industry. He has held Executive Level positions in all areas of the industry including Vice President Rail Program Development, Deputy Director of Construction, Senior Vice President COO, as well as Vice President Regional Manager. His expertise and training provides a quality combination of hands-on experience on all sides of the transportation industry table including; agency/owner, the general engineering consultant (GEC), the operations contractor and alternative project delivery contractor. This expertise has enabled him to manage large scale programs, projects and operations successfully. His ability to communicate in partnership with board members, city councils and public stakeholders serve to enable the management of complex organizations from operations and planning through expansion and delivery of transit services. His experience, honesty, integrity and outside the box thinking allows him to quickly evaluate personnel and agency requirements, assemble the proper teams, lead in a quality direction, and provide timely interaction with staff, the board of directors, member cities, stakeholders and contractors. Mr. LeBeau is well versed in transit and business operations including profit and loss responsibility, marketing, planning and operations, as well as building relationships within in the industry locally, regionally and nationally. His personal and professional relationships include agencies such as Houston METRO, TxDOT, DART, DCTA, Trinity Metro, UPRR, BNSF, CapMETRO, VRE, LA Metro, SFRTA, BART, CalTrain and NYC MTA, as well as various industry organizations nationally such as APTA, DBIA, CMAA.
