I have 30+ years of experience in boosting programs and revenues, forming strategic partnerships, and turning around organizations through leadership, management excellence and advocacy. I am currently President and Chief Executive Officer at the Virginia Hospital and Healthcare Association. The association is composed of 36 health systems and hospital members, operating 110 hospitals throughout Virginia. As Virginia’s Secretary of Transportation, I lead the effort to increase revenues through diversifying the income base away from declining gas tax revenues to a greater reliance on sales tax funding. I also leveraged private sector involvement to fund necessary transportation infrastructure. As Maritime Administrator at the U.S. Department of Transportation, I led the 1st agency reorganization in 50 years and developed the Marine Highway Program, promoting water versus land transport to reduce road congestion and air pollution.
